In our 10.2.16 packages /usr/bin/mysql_tzinfo_to_sql is present in the MariaDB-server package. And mariadb-manpages is your package, neither we nor FC27 have it, as far as I can tell. I cannot guess yet why in your build /usr/bin/mysql_tzinfo_to_sql ends up in your mariadb-manpages package. You need to tell more for me to be able to diagnose it.
