No.
The patent policy is not to patent things. It is to protect technologies 
against patents. This is the opposite :)

The patent policy says in very short that all participants of a group accept:

1. The technology published by the group will be Royalty Free

2. Any member of the group which has a patent on that technology should declare 
it to the rest of the group and explain their intent about it. So the group can 
find another solution for a specific feature if the company which owns the 
patent doesn't want to give it away.
