TOP STORY - The City Council of Temple Terrace, Fla., voted 
unanimously to award a video franchise to Verizon for its FiOS TV 
product. In awarding the franchise, the city of 23,000 becomes the first 
in Florida to pave the way for fiber-based services. Temple Terrace 
joins Keller, Wylie, Sachse and Westlake, all in Texas, and Beaumont, 
Calif., as cities that have awarded video franchises to Verizon.

Comcast said the Mile High United Way in Colorado has received more 
than $93,000 in employee contributions and grants funded through The 
Comcast Foundation --- WealthTV signed a programming carriage with 
Verizon's FiOS TV service --- LodgeNet entered into an agreement with 
HBO for the distribution of HBO HD programming to the lodging 
industry --- Music network Fuse said it will offer Play Station Portable 
users free pre-formatted, downloadable content for Sony's hand held 
device through its Web site --- BigBand Networks unveiled its advanced 
video coding (AVC) solutions for IPTV services.

Jeff Halpern and Craig Moffett of Bernstein Research on local video 
franchise requirements for phone companies: "Franchises pose one of 
the most significant risks to the timing of Bell consumer multichannel 
video market entry. Depending on the eventual resolution of the issue, 
and the timing of such resolution, the Bells' share gains in the video 
market could be significantly delayed relative to our forecast, 
representing a near-term positive for both the Cable MSOs and the 
Satellite operators and, of course, a negative for the Bells."
