You shouldn't have to have a paypal account in order to make a paypal payment. That's one of the things Paypal actually boasts about. But, having multiple options are a good thing, because if Google Checkout were the only option, I would be unable to make a payment (since Google screwed up my Google account and I can't do any Google transactions for over a year now.) Paypal is also an issue for certain countries. Brazil is one of them, but that's probably more a international banking issue than payment method.
