Hi Kannan, from your email address I suppose you are based in India, but to help you I think it would be nice to have more information about the local government body, the environment they are active in, how many employees they have, etcetera. In order to organize a workshop in order to convince them to migrate to LibreOffice, you need to present a large number of information not only about the project but also about the quality and the security of the software, the document format, and only at the end about the application.
