There is a user mailing list in Spanish, and a Telegram group in Spanish where you can find LibreOffice community members in Peru. Donations to TDF are unrelated to the software, as the open source license allows to use LibreOffice in any environment for free, starting from large organizations such as governments down to single individuals. Certification is a completely different topic. You cannot get any kind of LibreOffice related certification if you are not actively involved in migration or training activities, as certification recognizes individual experience in the field. I have added to my answer Daniel Rodriguez from Argentina, and Olivier Hallot / Gustavo Pacheco from Brasil. They are all fluent in Spanish and know Latin America far better than me (I am based in Europe). I am sure they will help you with plenty of information about the Spanish speaking LibreOffice community.
