Why not? Feel free to propose enhancements. We have three suitable DIVs in the HTML code, "bannerleft", "bannerright" and "bannercenter" where a small decoration could be placed. This would then be automatically applied to all pages.
When you have a mockup, please send it to the main mailing list (ooo-dev) too, since it will impact the whole website and everybody should be aware of it.
