You want English and Tamil version, both? One approach is to install
one version normally, and then install the "Language Pack" for any
additional language. You can find the Language Packs here:

And if you do not want to always alter the settings to get the one or
the other UI language, you can provide a folder, for example folder
'secondAOOuser' on drive f, to hold a second user profile.
Launch the program then by a link in which you specify the path to this
folder in the parameter -env
"<your absolute path>\program\soffice.exe"
-env:UserInstallation=file:///f:/secondAOOuser
The UI language is a setting of the user, not of the program.
