Should the file folders still say "rc4" or should they not just be
eliminated.
well, IMO, they should not but on a factual basis the Final is always
the last RC, so it's awkward and a mistake but nothing beyond that.
I'm sure someone will log a bug report on that, why not be that person
yourself?
As a side note, it's indicated in the release notes linked to the
download page https://www.libreoffice.org/download/release-notes/
But well, this is like the "read-me_not" ;-)

I doubt that people will read the release notes before installation.
Such is human nature is all about. This will only illicit questions on
our user list as to why the download is really an rc4. IMO, the rc4
should be removed. People do not generally want to install betas or rc's
on their boxes.
And yes, it is a read-me-not file for the majority of the uninitiated
who will visit and download the files.
