Hi Daniel, I am speaking for myself here, but I don't see any problem with properly managed local groups.
At the moment, though, with the process of setting up the legal entity of TDF and the undergoing evolution of the OOo project we are focused on other issues.
The first step I see for local groups is to have their members becoming members of The Document Foundation. Although this is not going to be a recognition of the group, it is indeed a recognition of the work done by its members.
