BH) Whereas, President Bush invaded Iraq without a declaration of war; (BH

BG) Irrelevant. Congress authorized Bush to take military action in Iraq.
(BG

I know. The resolution leaves it to the reader to decide whether the
invasion was unconstitutional.

For us liberventionists, the choices are either 1) a resolution like this,
or 2) play chicken with a more extreme resolution and hope it won't pass. I
don't the the LP should be officially silent on the question of what to do
now in Iraq (as opposed to what should have been done in 2003), so I prefer
(1).

BG) Does the halt to nation-building in Afghanistan stop US military forces
from preventing a return to power of the Taliban / al Qaeda government? (BG

I would interpret it as allowing efforts toward such prevention, with
nation-building not being among them. We could let allies or regional
powers or the UN work on nation-building.
