Mr. Eckert will discuss the current dispute between Australia and Japan at the International Court of Justice regarding Japan's ongoing Antarctic whaling activities. His focus will be on the history of Antarctic whaling, efforts to manage commercial whaling by the International Whaling Commission (IWC), and interpretation of the scientific research provision of the International Convention for the Regulation of Whaling. At the heart of this case is whether Japan's whaling in the IWC's Southern Ocean Sanctuary is a scientific research program. Mr. Eckert has worked in NOAA General Counsel for 24 years and is currently in its Fisheries and Protected Resources Section. He has been a member of the U.S. delegation to the International Whaling Commission since 2001, providing advice on matters related to whale conservation and the management of whaling.
