Dear MARMAM community,

The U.S. Marine Mammal Commission (Commission) is pleased to announce its 
Fiscal Year 2025 funding opportunity focused on the “Development of new tools 
or methods to improve marine mammal stock assessments”.

Specifically, the Commission is seeking pre-proposals for projects designed to 
develop new tools, technologies, or methods to improve marine mammal stock 
assessments. Proposed projects must focus on the development of novel, low-cost 
approaches to, 1) estimate abundance of marine mammal stocks (populations or 
other management units), and/or 2) estimate marine mammal mortality and serious 
injury, including approaches to estimate unobserved mortality, or assign M/SI 
to a source.

The Commission will be accepting pre-proposals until Monday, October 7th, 2025, 
11:59 pm EDT. Applicants intending to apply to this funding opportunity must 
submit a pre-proposal briefly summarizing their proposed project.

Pre-proposals must:

Demonstrate how the proposed work would contribute to science-based management 
and policy.
  *
Be either applicable to marine mammal stocks that occur in U.S. waters 
(including transboundary stocks) or focus on marine mammal stocks occurring in 
areas where they may be subject to by-catch in foreign fisheries that export, 
or intend to export, seafood to the United States.

Full proposals will only be accepted from those applicants invited to submit 
after the pre-proposal review. Invitations to submit a full proposal will be 
sent to applicants via email by Tuesday, November 5th, 2024. Funding requests 
are limited to $75,000 USD.
