This makes it action-at-a-distance. I prefer having those 2 statements 
right there in the grammar, where I'll read them each time I go to the top 
of the grammar's definition. Well, that's where I expect them to be, and 
where I'd put them.

Also, what happens when the grammar is read from a file? It's OK for Marpa, 
it /knows/ 'if2' was specified, but every other program which reads that 
file (e.g. mine to graph the grammar) does not have access to that 
information :-(.
