I think as a policy the group should ban postings of this sort, and I plan to delete it in a little while, unless the discussion suggests otherwise.
The intent here seems to be to stick the papers submitted behind a paywall. Before the Internet, dead-tree publication was the only way to go, and this kind of thing was accepted as necessary to make the economics work.
