Our internal image was reduced to just the benchmarks, so we don't use
runspec.

You also should make sure that the stop_sim executable is calling the right
command. At some point the ptl_call was changed so I know on older images
that we provided the stop_sim gave the wrong command, causing it to do
nothing.
