One of the principal reasons as to
why Washington and its imperialist subalterns stopped short of totally
subjugating Iraq and deposing Saddam Hussein is because Washington sought
to preserve a situation in which Iraqi weakness is sustained. A stronger stable
Iraq, even a formally democratic Iraq, would be well positioned to develop its
capabilities as a regional power and exert a decisive impact in a region that
is of great strategic significance.
Under the current fluid
circumstances pertaining in that general region Washington it is not currently
in Washington's strategic interest to have a relatively strong Iraq.
Consequently its strategy is designed to maintain Hussein in power as a pretext
for ring-fencing Iraq by sustaining its domestic and strategic weakness. In a
sense Iraq is a caged tiger. It is a tiger caged by Washington. Iraq
needed a pretext to weaken and even stabilise Iraq as a means of neutralising it
as a strategic player in the near and middle East and even the Caucasus. By
deliberately giving Saddam Hussein to believe that he could proceed with an
invasion of Kuwait Washington had now got the excuse and apparent justification
to demonise, isolate and defeat Hussein. In this way Washington
could develop a strategy in which it would appear to have
legitimate reasons for sitting on Iraq and thereby knocking it out of
the frame as a regional player.
The oppression of Iraq by
imperialism has nothing to do with the despotic character of the regime. This is
merely a rhetorical reason meant to serve as a figleaf for imperialist
aggression and oppression. All the talk about chemical and other weapons and the
need to force Iraq to eliminate is merely a ploy designed to justify the
maintenance of Iraq in a weak state.
