I'd consider it to be little more than rhetoric from the Crown Prince.
The reality is that both Iran and the United States have each sent
hundreds (100s) of troops into Iraq to back up the same repressive,
sectarian regime which is entirely responsible for this crisis. Of
course they both need to maintain a certain level of rhetoric for the
masses.
I must say it is funny how an immediate sending of hundreds of US troops
to a regime that the US has already armed with tons of heavy weapons
along with threats of air strikes can be considered "non-intervention,"
but 3 years of (sometimes) encouraging speeches (even those spiced with
jihadist-baiting) and some night goggles, radios and ready-meals, and
barely a bullet, for the Syrian rebellion is considered US
"intervention" (and on the side of the rebels to boot).

I hadn't seen that, but notice it's over a week old. Khamenei's remarks
came today:

It's clear that there's confusion in the ranks, but I suspect Khamenei,
who
has the final word anyway, intended his statement as a cue for some
others
to shut it.

Rouhani is not a deputy minister. He is the president of Iran. I would

another
indication of political differences among Iran's elite.
