My thanks to those who sent me articles.  Clearly, my search had been somewhat 
narrow.  Curiosity had not yet overcome inertia and routine.

This writer sees the agreement as part of a "process of capitalist 
restoration," which he seems to see the Cuban government as favouring.  I found 
this idea far fetched.

Samual Farber made this idea more plausible by suggesting that "...Raúl 
Castro.... has been moving towards adopting the Sino-Vietnamese model..."

This article went so far as to congratulate Obama.   People's World was not far 
out of step with Castro who said, "The Cuban people are grateful for this just 
decision made by the US President, Barack Obama."  
Still, while diplomacy required obliged Castro to make some such remark, there 
was no need for People's World to adopt the tone they did.
