The Supreme Court issued a ruling some years ago demanding legislation but no government has dared to do anything about the ruling yet. On same-sex marriage the church has been campaigning against it, even getting the Pope to issue a statement, but it seems that most practising Catholics, the majority of the population, sre ignoring the Pope's "advice"!
