The right to work slogan came from 1848 France. I remember looking this up some years back when it was used to name a front org for the execrable swp uk. Ruggles didn't coin the phrase; I have found it as early as 1866. "In 1941, when the movement was still ascending, William Ruggles, a 40-year-old editorial writer for The Dallas Morning News, coined the slogan “right to work.” Ruggles was alarmed by the growing strength of the labor movement, which in his view was intent on forcing all workers into unions.
