It's not satire, but is meaningless enough that it might as well be. The Norwegian Nobel Committee is rather generous in whom it allows to submit valid nominations - some of you reading this will qualify - but I see no category that might include "UNARTS": http://www.nobelprize.org/nomination/peace/index.html . I do not think it can be accurately said that he's been nominated, as little effort as that might take and as little significance as it would have if true.
