It is meant to go first to the most vulnerable, those at risk of starvation. But that aid isn’t reaching them. Today we launch an extensive report - Taking Sides: The United Nations’ loss of impartiality, independence and neutrality in Syria [1] - which shows a key part of the reason why. From the beginning of the uprising in 2011, the Syrian government threatened the UN, saying that if aid was delivered to its opponents, UN staff would have their visas revoked and they’d be kicked out of the country. The regime learned that a divided UN with no red lines could be manipulated to its advantage. That is why hundreds have starved to death only a few minutes' drive from UN warehouses full of aid.
