The article is so right about the changing composition (and/or location:
think coal and steel in China) of the working class.
And that change not only means more, and more militant,
teachers/nurses/service-care sector workers. It also means that contract
fights and new organizing in those sectors requires taking up their
system-wide structure, i.e. the need to fight for socialized medicine, and
for increased funding (on a Federal level above all) for education, etc.,
and fights for worker/community control over those reforms.
