Joseph Daher says: "In June, Washington and Ankara agreed on a plan for the withdrawal of YPG (People’s Protection Units) Kurdish fighters from the northern Syrian city of Manbij, replaced by American and Turkish armed forces.... "Damascus has also denounced the presence of Turkish and American forces in the city of Manbij." There are no Turkish forces in the city of Manbij, despite Erdogan's claim during the recent Turkish elections. The Democratic Federation of Northern Syria is surrounded by enemies - Turkey to the north, Assad to the south, the remnants of ISIS to the east. Such a situation creates strong pressures towards "top-down" decision making, as happened in the early Soviet Union.
