I can't tell you for certain yes or no, but the places to begin to look:
1. the National Endowment for Democracy (NED) website, specifically the Latin
America grants program.
2. the USAID page on Venezuela
Personally, I'd say ACILS got themselves so badly burnt last time they wouldn't
be back there...but well, you never know...
venezuelanalysis.com ran a number of pieces awhile back from memory, i'm sure
they can be found with a google search.
