In the first place, it's transparently bogus. And in the second there's an unstated assumption that the "work" of the holocaust studies center -- or whatever one's center is a center of -- is so transcendently important that mere politics can't be allowed to interfere. The beauty of academic boycotts is that they don't actually hurt anybody -- at worst they may deprive a prof or two of some perks, like a trip to lovely Vermont. They're purely symbolic (though not necessarily valueless for all that). *But still* people won't go along, and give all kinds of contrived reasons for not going along.
