Universities and colleges have established general standards that extend their corporate models to the management of student organizations. You have to buy space to set up a lit table if you're not a student organization and, if you try to become a student organization (which does get you a budget), you wind up jumping through a succession of hoops. This is also part of the whole trend of funneling social justice into such well-managed dead-ends.
