Roberts is correct that the initial shock was an "exogenous" reduction of supply due to government mandated closures and/or restrictions on production and trade. This included closures of restaurants, barber shops, tattoo parlors, and all sorts of small scale businesses in the service sector. Demand for those services did not fall at the beginning, supply of those services fell almost instantaneously due to government actions.
