I think Robinson's tweet might have been a joke. But what kind of joke?  He 
tweeted: “Did you know that the US Congress is not actually permitted to 
authorize any new spending unless a portion of it is directed toward buying 
weapons for Israel? It’s the law.”

Later he tweeted:
“or if not actually the written law, then so ingrained in political custom as 
to functionally be indistinguishable from law.”

If the first tweet were "just a joke," why did he feel the need to soften the 
claim? I think he felt the need to back off because he realized that the first 
tweet would be recognized as antisemitic. But either way, it is antisemitic 
because it implies that Jews have power over U.S. legislation. Making 
antisemitic claims that are "just a joke" are not unusual. Accusations against 
the "Jewish lobby" are common in the U.S., a country with a substantial 
tradition of antisemitism.
