Dayne is ABSOLUTELY RIGHT --- the transformation of "quantity into quality" really can be seen in the "simple" decision by Congress of whether or not to make the refundable child tax credit PERMANENT ---
(It's sort of like the difference between the Emergency Federal Relief passed by Congress in the FIRST YEAR of FDR's "New Deal" and the Social Security Act of 1935 --- the difference between Section 7 A of the NIRA (which made organizing unions "easier") and the WAGNER ACT which actually created a structure within which organizing unions could occur without having to fight pitched battles with cops and/or National Guard and/or goons ....) The decision of Congress on the Child Tax Credit will depend on the balance of forces in the US --- and here, the left no matter how small CAN play a role ....
