As the CPGB's 1977 congress closes, Bert Ramelson, the CPGB’s well-known industrial organiser, told the congregation that it has experienced “the most widespread and democratic debate ever held either by our party or any other political party or organisation”. But what exactly was the nature of democracy in the CPGB? Did it have a democratic culture?
