Ah, so his proposal is to keep them at 21% but with the additional 15% minimum? 
Which they say kicks in if a company's tax rate dips below 15% due to credits 
and other trickery.

I find it hard to believe that is how the 15% would really work and haven't 
seen the actual text of the proposal. Wouldn't they fight harder against a real 
minimum of 15% vs a 28% they won't pay anyway?
