We don't have to cross the Pacific, Charlie, the assault on secure computing is 
made in the USA.  For years, Cisco Systems promoted serious doubts about the 
integrity and security of Huawei networking equipment and the risks of Chinese 
spying.  The spread of fear, uncertainty, and dread was working, i.e. companies 
continued to pay more for a product that made them feel safer, but then the 
Snowden papers revealed that the NSA was intercepting Cisco's routers on 
loading docks and swapping out the computer boards for ones the NSA controlled.

None of this is related to open-source software.  But our intelligence agencies 
are active in open-source software and also in cryptographic standards.  
https://www.wired.com/2014/04/obama-zero-day/ notes the law guiding US 
intelligence agencies regarding open source software allows states that 'any 
flaws that have "a clear national security or law enforcement" use can be kept 
secret and exploited.'
