Sure, but that's true of all trade and has defined the unequal relationship between the developed capitalist countries and the global South for centuries. The answer is not protectionism, an expression of nationalism which pits one country's workers against another's, but fostering the self-organization and militancy of the working class in China, the US, and everywhere. On this particular issue, I have little doubt that if it were put to an informed vote (which, of course, it wouldn't be in either country) China's working class producers and the US's working class consumers would vote in favour of the entry of Chinese EV's in the US market as in their respective interests. It is anti-labour legislation and other forms of repression which have prevented both Chinese and US workers from organizing strong and independent unions. The US ruling class, in particular, has resorted to appeals to nationalism and the threat presumably posed by foreign-born workers and immigrants to win support for protectionist measures.
