When I was on vacation a few weeks ago in Hawai'i, there were several Israeli families there. They all planned to return, though "when" was up in the air.
I think if you look around the time starting with the 2nd Intifada (the one where groups were planting bombs on buses in Tel Aviv and Jerusalem) you will also see a large net outflow of people. Also not mentioned, is that capital investment dries up as well and there could be a net outflow of capital out of the Israeli state toward safer climes. I believe all this is quite temporary and there is no indication of a permanent relocation of residents of Israel.
