Antonio Gonzalez Plessman claims that "On July 28, the majority of the population voted against Maduro". I am not sure how he claims to know this.
I don't know for certain whether the results announced by the CNE are correct. But they seem plausible. In the days after the election there were big pro-Maduro demonstrations. See for example: https://venezuelanalysis.com/multimedia/venezuela-government-opposition-supporters-take-to-the-streets-in-post-electoral-scene/ Thus the idea that the whole population was so disillusioned with Maduro that he could not possibly have won the election seems incorrect. This is not to deny that a lot of people are disappointed and angry with the government. But it seems likely that many are also worried at what the extreme right would do if it came to power. Some probably also give Maduro credit for continuing programs initiated by Chavez, such as house building and support for the communes. And some probably vote for Maduro as an expression of defiance towards US imperialism, which has imposed an economic blockade with the declared aim of removing him.
