The entire basis of the Chinese claim to essentially the ENTIRE South China Sea (SCS) stems from the Qing Dynasty until it was put to the dust bin of history by the Chinese Nationalists lead by Sun Yat Sen. Both the Nationalists and the CCP continued the Imperial claim to all of the SCS. See the wiki article on the "Nine dash line". The Chinese claims are absurd and are totally colonialist and promotes annexations of others territory at sea. Does anyone here defend China in this?
The secondary question is that this issue was being negotiated by all the countries in question until the U.S. started forcing the issue. I don't believe the Chinese even have the right to "negotiate" annexations. On other hand, it is better than going to war over it.
