Steven: 'Neglect' here was perhaps a lack of information. But are you suggesting there are more workers councils being set up? Are you suggesting they are in the manner of the wide spread 'Local Coordination Committees' (LRCs) as in Syria (as widely discussed, one eg: https://mlcurrents.net/wp-content/uploads/2021/02/douma-syria-mltoday.pdf ).
