Sure, in conversational English with lots of inflection and even physical nuance, that would work. But when you say the "Bolshevik gov't's industrial policy was 10X more effective than the Provisional's one" (paraphrase there) it's a silly, again, on some many different levels. If you write this in what appears to be a serious response to our comments then you can't use idiomatic expressions. "10X" means just that: a 1000% increase. You don't quantify your view whatsoever so I will dismiss it in the same manner. Secondly, you don't really respond by defining what is the "Bolshevik government"...it was the Soviet government before the summer of 1918, not just a "Bolshevik" one. Secondly how long in your opinion did this government last? 1 years? 5 years? What? The comparison is so silly as the (short 9 month) Provisional gov't didn't even have an industrial policy so I'm not sure even why you making this point? At what point did the Soviet government exceed the "Provisional gov't". By definition a "Provisional" gov't is a caretaker gov't. Again, what IS your point in making what appears to be a totally useless comparison about "industrial growth".
