Racist and xenophobic ideology by itself does not go far. Fascist and authoritarian regimes rely mainly on blunt force: the Gestapo in Nazi Germany, ICE in the Trump regime. The U.S. ruling class decided they had to roll back social programs that workers won in struggle; they had to find a less costly way to grab imperial riches.
