Under the Non-Proliferation Treaty (NPT) enrichment to minimal commercial levels (<5% U235) is permitted. Not being allowed enrichment is was imposed by the U.S. alone. It is imposed on countries who want to use U.S. nuclear technology. This is done for the Congressionally approved "1-2-3" agreements that are required for nations using U.S. tech. This is the primary reason countries like the UAE, S.Korea, Bangladesh, Egypt, Turkey, etc etc etc have avoided U.S. tech. India actually worked out a side agreement within the context of the 1-2-3 agreement since they already had enrichment propgram.
