" The real question is how an organization of one hundred thousand members develops a position on its most significant strategic decision in a decade, particularly between formal decision-making meetings, and how that position might change. The period between conventions can seem closed, but members still have practical ways to participate: they can organize petition campaigns, form discussion groups, use forums or listservs, coordinate letters to the National Political Committee, pass local resolutions, collaborate across chapters, request special meetings or referenda, and share draft motions. These actions can challenge passive consensus and create pressure before the convention. Yet the organization often appears to form its position autonomously: someone prints an invitation, a caucus releases a statement, or a well-known officeholder makes a comment to a reporter, and that comment becomes the organization’s public stance. The following discussion then tends to confirm what everyone already expects, without a process that could have led to a different result.
