Héctor Obregón (the president of Venezuelan state oil company PDVSA) talks of a "state-to-state agreement":

On January 3, the US bombed Venezuela and kidnapped president Nicolas Maduro and his wife Cilia Flores. In December and January, the US navy boarded 9 tankers carrying oil being exported from Venezuela. The US stole the oil and put the sales revenue in a US-controlled bank account. The US threatened to bomb Venezuela again, but much more severely, if the Venezuelan government tried to defy US demands. The US could also have continued seizing Venezuela's oil exports indefinitely. This was the context in which the Delcy Rodriguez government has made big political and economic concessions to US imperialism. We can denounce the Venezuelan government for making these concessions. But for those of us living in the US or its allies such as Australia, it is more important to denounce US military aggression and threats, as well as the economic pressure on Venezuela. We should demand freedom for Nicolas Maduro and Cilia Flores, who are imprisoned in New York. We should also demand an end to US sanctions on Venezuela. There have been some Venezuela solidarity actions in the United States, but they seem fairly small: D.C.
