The monitor continuously polls the service and when it detects that the service is not available, it attempts to reconnect. During this stage the state alternates between 'unknown' and 'error' as it is attempting to reconnect to the server. Once the preconfigured retry count is reached, the monitor stops polling and all menus are enabled as the admin then has the option of starting or reconnecting to the server.
