Excellent point. I was thinking of the user's folder as some kind of "personal" space and when things started getting used by more than that person they would be moved/promoted to a group area. Perhaps a good solution for the delete function would simply be a couple of check boxes for the admin so that he can select "delete services" and "delete tags" and stuff like that. They could be defaulted to off.
