In the readme file that you get when you install Mashup server from the .exe
distribution, it instructs to extract the .zip and start the server using
.bat\.sh file. But these instructions are more relevant to a user who uses the
.zip distribution. After the .exe installation as user can use menu options,
system tray without accessing system files.
The section that should be changed in the readme is given below;

Starting the Mashup Server
=========================
Extract the wso2-mashup-server-1.0.zip to a directory of your choice. You need
to have jdk version 1.5 or above installed and make sure that the JAVA_HOME
environmental variable point to that.
In Linux run the bin/startup.sh.
In Windows, run the bin/startup.bat.
