We would benefit from more fine-grained control over when announcements appear
and disappear. Since we have a 24-hour cache in place, some client
intelligence seems appropriate.
First flush design thoughts:
1) replace the HTML snippet we currently use with a feed.
2) annotate each item with a list of start/end times.
3) announcement reader filters out items outside of the start/end time windows.
4) announcement reader concatenates the remaining items and provides them to
the UI.
