There are times when an admin wants to appear as a regular user, for instance:
1) Present a more typical user interface for demos
2) "safety catch" so that no accidental damage can be done (e.g. deleting a tag
that the user would otherwise be unauthorized to delete.)
3) Reducing visual clutter of the interface when admin functions aren't
required.
I think we could manifest this in the UI with an Admin task "Act like a user",
which would suppress all admin-specific UI changes except for a link "Act as an
admin" which would restore all admin UI functionality.
Ideally this would be reflected down into the Registry permissions handler, but
surface UI might suffice as well.
