If the same tag has been applied to the same resource by multiple users the UI
displays only one tag, but when a non-adminuser deletes his or her tag, only
that tag is removed, so the UI will continue to show tags applied by other
users.
When an admin deletes a tag, if multiple users have applied the 'foo' tag to
the same resource, the 'foo' tag for that resource will be removed from the UI
as all 'foo' tags applied by all users to that resource will be deleted.
